Vista Explorer 1.3 Alpha 2

Updated Version of Vista Web 1.1 Beta 3.
Includes new streamlined Windows Media Player 11 look and alpha transparency.
This is a fully functional, standalone web browser.

Known bugs:
Internet Options, Favorites, and Up buttons don't function correctly.
Will fix in next release...(Beta 1?)
