The .rar file includes everything you need to get yourself set up. Let me just add right here: There's no Windows 8+ themes like this, so no need to ask.

Installation:

Simply extract the files and click the Wild Blue Glass.themepack file. It will install and apply. You'll notice the transparency's not like the image.

Next step is to just make Full glass.exe to run in your startup by making a shortcut to the .exe and putting it in your start menu/programs/Startup folder.

Click Full glass.exe to run it this first time on your current session, of course. Using fullglass is completely optional.

Finally you may want to further your transparency with Transwin, simply run its main exe and/or make a startup shortcut the same way as fullglass.exe.

It lets you make certain things a set level of transparent or make everything a set level. Either way, with some tweaking you're sure to find a preference.
